It just takes me out of the story immersion when you see some sickly deranged looking midget. He’s supposed to be a good guy but he looks like a bad guy.
The character is the result of 200 years of inbreeding in a small and closed society of middle managers with limited food and resources living underneath a post global-nuclear-exchange induced irradiated apocalypse wasteland.
Which may be part of the reason why he’s short and doesn’t look like Brad Pitt.
I think you are mixing up vault 33 for vault 108. People usually have different and distinct characteristics.

Maybe it’s good to have casting that doesn’t conform to tired stereotypes?
