Uhm yeah… maybe not america no idea but here in Spain plenty of places where all the house/flat flooring is tiles. And even some of the places where they have wood floors they have installed then later on top of the tiles. No carpet tough, it wouldn’t be great anyway as we usually don’t remove or shoes inside.
